C-SPAN-Rep. Charles Rangel; "I've Always Tried To Play By The Rules"

Rep. Charles Rangel (D-NY), "demand[ing] the right to be heard," addressed his colleagues on the House floor today. In his statement, the Congressman apologized for any embarrassment he has caused surrounding his current ethics investigation. Rangel, facing an Ethics Committee trial in September, also rejected advice urging him to consent to a plea agreement.

Rangel has been charged with 13 ethics violations, including failure to pay taxes on rental property and under-reporting his income and assets on financial disclosure forms.
